Once a week, 5 lotto numbers are selected randomly by the computer. You may enter tickets into the drawing with the "Lotto" function. You can find this under the Godfather tab, then by clicking "Lotto" on that page. If you match a certain number of numbers, you can win prizes. Here they are:

Four matching balls = 8 reward points? I mean, what are the odds for just 8 reward points? Weird.
Third, you get a point for each daily chance ticket you play. You can let these points build up to 6 total points and exchange them for rewards.
1 Ticket: Random Collection Item
2 Tickets: +10 Stamina
3 Tickets: +30 Energyy
4 Tickets: +1 Ticket
5 Tickets: +1 Stat Point
6 Tickets: +5 Godfather Points
This is actually pretty nice because without buying any reward points, you can collect an extra 5 godfather points per week. Collecting 5 Godfather Points is equivalent to ~1.43 stat points, which makes it more effective then buying +1 stat point.
You get one free ticket every day, and you may additionally buy a ticket for 52 godfather points. Doing some simple math here allows me to think it might take quite some time to collect the full lotto collection set, so I hope it is a good reward (will update when I get the information). None of the other rewards are that exciting- while 333 godfather points looks good on paper, the odds of matching all 5 are like winning the real lottery!
***UPDATE*** - lotto seems to give consumable items instead now, like illegal transaction records, cell phones, and blackmail photos instead of rare loot items.

If you win an energy pack in the lotto, will that be an "extra" pack to use when you want, even if you just used one?
Or will it just the regular "once per 23 hours" one?
If it is not something special, that would be kind of lame, because getting a regular "1-a-day" e-pack is nothing difficult to do, and requires nothing but asking your mafia for one.

For 5 Matching Balls, the reward should be something "worthwhile" like maybe 100,000 Godfather points. Figuring the odds of winning are so slim, and you have a better chance of winning the real lotto, so they should at least make the prizes worthwhile. 1,000 GF points is a joke. It really should be like 100,000+ GF points. That way if a person won, they could share it with their mafia. Also that "Lottery Collection" should be something fierce like maybe 100 stamina, or 200 health, or 100+ energy or something like that. That way if a person does "strike it rich" it will at least reflect it in their account. The prizes should be more "worthwhile" and more reflective of the odds that are stacked against you when you play. For 4 matching balls, I think it should be about 1,000+ GF points, and a Gold Throne. For 5 matches balls I think it should be 100,000+ GF points, and a "PLATINUM Skull" which would give you a 1 minute reduction on your regen timer.
Also the free "energy packs" should be a special energy pack that can be used ANY TIME. Zynga should consider giving out like maybe 1 free energy pack for 1 ball, and 2 free energy packs for 2 balls, and 5 free energy packs for 3 balls, 10 free energy packs for 4 balls, and 50 free energy packs with 5 balls. (Along with the prizes mentioned in the post above). The energy packs would make a nice added bonus, and would really make the lotto interesting to play.

If you were wise you would have used your free tickets to buy tickets with three matching balls, thereby getting you collection items since you already know the lottery numbers.
When you vault the collection it gives you a +10% loot drop, by the way.
That is what I did. Ended up with 3 full sets of the collection that I have now given to friends.
Slightly sad that something that should be difficult to get turned out to be that easy due to a glitch in the system.

Doing a little math...you get 7 free lotto tickets a week and then if you have 15 god father points, (to get 3 extra lotto tickets) you can win the 1000 points easily
Simply do this:
With your first lotto tic guess number 1-5.
Then with your second do 6-10
3rd=11-15
4th=16-20
So on and So on
Eventually you'll get to 10 which is 46-50
Then you get the 1000 god fatherpoints~

The energy packs that you win on Lotto are lame. They are NOT in addition to what your Mafia sends you. You can still ONLY use one per 23 hours. So I guess it's really for the people who don't have any other mafia members who send energy packs. Totally lame and not really a prize at all.

Since matching one number is too easy to win, I think matching one number should give you a free ticket and matching 2 numbers gives you energy that you can actually use anytime you want!
I think each week if you win an energy pack you should immediately have your energy refilled. (People just would get smart and not check their lotto until they were out of energy just in case)
ie you have 10 in energy
you win 2 packs you have 1 in storage and 1 is automatically applied to your energy.
Or
you have 10 in energy
you win 1 pack your energy is replenished and you have none in storage

1. players who are not fortunate to receive ep from their mafia means (in most cases) that they have very small mafia (less than 10 i guess)and are not strong players. and so on on they are not interested as much as anyone else writing in this chat :) ...so what the matter for zynga to award with ep non-used players?
2. as for the 4 match balls-30 rew points
strong and experienced users will put these points to 14+14 for 4+4 upgrade points.
and some less patient they will put them to 3 energy refills. simple maths this can be done in about 2 weeks (while the lotto needs 1 week)
3. the lotto collection piece is preety lame. if you are so lucky and get every week 1 collection piece, you have also be so lucky not getting the same piece for 2nd time!

Awards are not worth it. the energy packs should be used whenever we feel like it cause we won them. the winner should recieve more then a 1000, and the second place should be 500. those who match two should win one of those pieces so it will be possible to actually get them all. (cheap bastards) and 3 matching balls should be 50 god father points or 100
Also the energy pack should also be able to be stockpiled and traded.

I like the lotto, but I think switching from rare loot items for 1 number to consumable items like cell phones is a huge mistake. I know we all need them, but cmon', I want something cool I can keep, not something I use up and get for a few energy points anyway. Lottery is supposed to be about winning a reward; consumable items don't fit that bill.

B) You get five picks
C) If you are hoping to win a Lottery Collection vault item, you need exactly three of your five guesses to be correct.
Well, it turns out that the odds of getting exactly three numbers correct on the same ticket is about 1 in 3,422!!! That means that, in the long run on average, you will need to submit roughly 3,422 lottery tickets to win ONE vault item!!!
Assume you spend no godfather points on lottery tickets, and regularly submit your one free ticket a day. That is 365 tickets a year.

yeah, that's the catch in the wording... It says "Up to 5 GP" for submitting six tickets. I'll have to test and see if you can claim the ticket mastery bonus twice in a week. If so, then I'd rather get one skill point for every three tickets twice per week.

I am level 420 and farm on 5 other accounts. Not one of them has ever got a lotto item but many of my clan have quite easily. It truly is the luck of the draw but it is soooo expensive to try and get one through trading!!
