New "Top Mafia" Page is NOT Live

Shortly after the introduction of Paris and robbing in all cities, the Top Mafia page has undergone a major stealth change, as I am sure many of you have noticed:


On this page you can promote mafia members to one of four tiers: Captains (holds 2 members), Lieutenants (holds 4 members), Enforcers (holds 6 members), and Street Thugs (holds 6 members). If you have an entire tier filled with players, you can collect a bonus item every 24 hours (per full tier). Unfortunately, the bonuses do not seem to be very good; I received 30 xp and 2 mid-level boosts as rewards.

The catch is that only "active" players (I am guessing they have to log in at least once every few days) will count, so good luck filling your street thug tier with active players who have to be under level 19! Don't worry though; you can send players who are MIA messages so that they will log in:

Hey "The Beast", mind logging in to I can collect my 30 XP bonus?

At any rate, aside from a few lame bonuses and the 3 achievements associated with the Top Mafia slot, there doesn't seem to be much use from the top mafia. You can see that a function called "Street War" will be in game soon and will somehow make use of this new system.

Okay, now onto the elephant in the room. All your old Top Mafia bonuses are gone! That means each job now costs 11% more energy and pays out 11% XP! Combine that with the fact that you can no longer get Top Mafia Wheelman or Top Mafia Mastermind bonuses and we end up with a pretty big job XP nerf.

This goes for all jobs in all cities. But hey, you get a few chances a day to get a boost or 30 XP, who cares about losing 22% efficiency?

Seriously though, if this stays as is, this is a major game change. You will no longer be able to level up energy accounts. This may not seem like a big deal at first, but this essentially cements in the "status quo" of the game. Most of the more serious players already have very high level energy account(s) and possibly a high level fighter account. These accounts were built by taking advantage of synergistic game mechanics, and now new players will no longer be able to take advantage of this.

Why is this important? Because new players will never be able to catch up to high level players unless some new system comes in that will allow players to torch through old cities and get 1000 attack / defense accounts within a few months. Otherwise, any new player just won't stand a chance and will end up quitting. It happens with all role-playing games - with each new expansion, less and less players enter the world, as there are more hurdles to jump before they can play at the same level as other more established players.

At any rate, sucks if you don't have an energy account. Everyone that already has one will now have an advantage over you! Sorry!

While one could argue that since this is happening to all players, it's not really a "nerf" to anyone since everyone is being brought down to the same level, but that is just not looking at the whole picture. What it all boils down to is that most people play this game because, at a very basic level, they like watching numbers go up. Really! Moving from level 487 to 488 and seeing the "Congratulations" text pop up with the guy smoking the cigar leads to a little bit of dopamine release and encourages the player to continue playing. And if leveling rates are reduced, people will enjoy the game that much less. I just can't see one reason for a change like this given the game's age and established player base.

I predict quite a bit of backlash. You think we lost a lot of players back in the server crashes of December '09? This will be worse. No one likes to be nerfed, especially when it is such a massive nerf to all players. Even fighter accounts will be pissed off, as they will not be able to level nearly as often. Why not swing by the official forums and let them know how you feel?

They have killed leveling up completely, I just did some bangkok jobs where i would usually get about 75%+ filled on my level bar and now i barely got to 50%. this will now tax me to level up twice a day, and that will only be because of the energy packs and toolbar energy (if it gives me one at the time i collect anyways). this sux and will drive many players away, bonuses will be greatly missed :/

  4. this is one the the best blogs out there. he is right!!! the change sucks! some players will lose over 4-500 points on full energy bar, just because they wont be able to get the bonus... and fighters (like me) wont be able to level more than 2 times per day if they dont buy GP... SUCKS!!!

  7. I think this is all a huge way for zynga to get people to buy more RPs. If you cut people's leveling, you increase their need to BUY RPs. Stupid change, we'll see if they leave it as is. I don't see what benefit an energy account has at this point, it's not like I can level easily. 13k energy and a 2.3 ratio to level? Yarite, I'm gonna be around -5000 to level or more after spending all my energy even on the best ratio jobs out there. If they beef up the job ratios, to counter what they changed, it won't be so bad. Otherwise, what's the point of being someone's Captain?

  8. an energy account is someone who puts all their stat points in energy.

    a fighter or attack/defense is someone who puts most of their points in attack/defense, which makes them good at fighting, hence a "fighter"

  9. I have enjoyed the game in the past but the recent changes really really suck. In fact I think it's a good moment to consider quiting the game and do something more productive with my life. I will miss my charcter because I was pretty strong. (lvl.1250 with >7000 nrg. and some nice maxed out loot collection) Oh well, it was fun while it lasted.

  12. Absolutely terrible. On the other hand, though, stamina is well used in Moscow where the majority of robbed businesses cost only 1, 3, 6, or 9 stamina, so it pays out pretty well.

    For a guy like me with 7500 energy and only 400 stamina, this just isn't going to cut it.

  15. Ok if you watch as you promote players your fight bar adjusts so certain player will be better for different slots depending on the their stats. Unfortunatly I have been trying to move members around by the stats I know and can see but can't get the bar over half. Any suggestions.
    I'm level 766 and have 1377 att 66,597 and 1187 def 67,596. All cities mastered and almost all vaults.

  17. urggghhh........... this new system is killing my joytime of levelling up.... it feels really really sucks to play mafia wars now.....
    i guess they enforced this new system coz some people like me found a way to level up about 50++ lvls per day.... especially if ur always doing the 'Settle a Beef... Permanently' job... is there any way they could change this system back? or has anyone found a positive side of this change of system? appreciate if you could share it coz it can make my playing moments less stressful...

  23. wow.. i've been trying to read the forums.. after reading the final page of a post, another page is added. a lot of people really are not happy with this top mafia change. it really is disheartening to see this big change. I'm waiting to see if they change this. Otherwise it's time to remove this game and MW friends as well.

  24. I think someone hit the nail squarely on the head. They want money. They have never so aggressively pushed for you to buy GF points. If they slow you to only one or two levels per day unless you buy GF points, they are banking that some of you will open your wallets and fork over the money. Their own greed will be their own demise. I don't think the game will ever go away, some will pay and play. Me, I will go somewhere else.

  40. it seems they have rolled back the changes...too many people were complaining, and they decided to take away the new features...I really hope they don't put them back...unless they improve them radically.

    i am 8000xp short of the next lvl on a pure eneryg account, and now there is nothing to do in this game, except to remember when you get your energy pack, do jobs with the energy pack, and come back the next day.
    why would they want to make me quit the game?

  45. I got the new Top Mafia Page in the morning, but seeing the exp:energy ratio, I stopped playing! When I returned, it was back to the old set up (cheers for that). But the "New Top Mafia Achievements" are still there ... So anyone sure that this old system is gonna stay ??? Anyone knows whether Zynga is revealing anything about this "change"???

  46. All you complainers: why should Zynga provide you a free game that so many people obviously love without trying to make money? What is wrong with that? They are not a community service organization. If they didn't have a desire for profit, they never would have created the game in the first place and updated so often to keep it fresh. So please stop complaining about their desire to make money off of godfather points. Why don't YOU make a game that as many people play and try not to make any money off of it.

  49. To the complainer complaining about the complainers...I have no problem with Zynga making money. But do you have to completely nuke the game to do it? If so, then they were headed for a disaster regardless, and no game change was going to save them.

    If they need to tweak the game to help generate more revenue? No problem. But to turn the game on its head, to say to people that the way they've invested time or money in their character in some cases is completely useless, is wholly unacceptable.

    So Zynga is welcome to make their money - just don't alter the basic dynamics of the game in a way that drives people away. I think that's a pretty obvious point.

  50. I was glad to see they reverted back to the old version of Top Mafia. I could deal with most of the changes, but seeing my amount of required energy go up, and XP/Money from doing jobs go down definitely wasn't gonna be the way to keep me in the game.

    And one thing I really didn't like was the Street Thug tier...it was basically just a tool to make you try and get your non-MW playing friends to start back playing the game, which I don't like to do.

    But still, I definitely think the Top Mafia system needs some small changes (especially since Button Man and Body Guard aren't really effective at all anymore), but that was too drastic.

    The old top mafia bonuses were broken from a balance point of view. There are some players who were able to level up 5, 10, 25, 100 and even honestly an infinite # of levels per day. This is incredibly unfair to the players who actually purchase reward points and support the whole game for everyone.

  52. I don't really understand that Zynga's response. Why couldn't the "people who actually purchase reward points" level up the same way if they want to? How is that unfair? All players are playing same game, doesn't matter are they purchasing points or not, nothing stops anyone using any strategy they want.

    Do they really think that this change would make "people who doesn't actually purchase reward points" to suddenly change to "people who actually purchase reward points".

    I don't think so.

  55. i think zynga should make money with advertising, there are far more money to be made than from players. the mafia wars game is worth $15 by comparing with other games on the net, and even those give u demos to try but in MW case its a long demo. so Zynga make money with advertising and ill be more than happy to click 5 links before being allowed to play, i hope thats fair

  56. So what if people are leveling up? Level doesn't mean squat in this game. High level has no purpose in it self. I got an energy account to collect loot for my real account ie the one that can win battles. Now that I got all the top level loot and until next town shows up it's mainly good for getting stuff for the chop chops and such. Since a energy account will never be able to fight (unless of course you spend money on it) why nerf it? It's bloody harmless. Well, then again of course, since you can get all the loot you want with the energy account, you will never want to buy items that are slightly better. Especially since the STUPID combat system (which noone knows how it works, probably not Zynga either) doesn't make it interesting to have a slightly better attack than someone else since you never know if makes any difference anyhow. bah, end of rant...

  59. I don't really care about this change. I've always preferred to NOT level up too fast. I do have an energy account, but frankly Z will push through whatever changes they want in the end. They might tweak it a bit more, but when have they ever changed their mind completely. They've obviously spend much time and energy on this. I think it's more annoying to flip flop between the changes. Really, this whole game is going down the drain. Not so much because of the actual game changes. It's all the annoying ads that get to me. "Keep winning" buy more junk! Stop loosing, buy more junk. It takes so much time getting past these. I've played a year. I think it's time to quit.

    Hey there Mafia Wars fans!

    I’m a Systems Game Designer on Mafia Wars. Now what that means is that I’m the guy that is involved in making sure that all the numbers, balance and stats in the game make a great gaming experience for all types of players. It’s awesome to get feedback, both and positive and negative, from the fans of this game. It’s the passion that you show as fans which makes this game so great.

    As Mafia Wars heads into its third year, there are a lot of decisions made and game structures created at the time of the game’s release that really didn’t account for Mafia Wars being played by over 20 million players per month. One of these game features that couldn’t account for the game’s rapid growth is the Top Mafia reward. Top Mafia (previous to the recent change) provided a reward if you had high-level friends in your Top Mafia in certain positions (and an additional bonus if you were in a friend’s Top Mafia). We in the design team refer to these bonuses as “passive” rewards, as once you had set up your friends, you didn’t have to do anything to maintain the bonus. Now from a game designer’s perspective, this is pretty troublesome, as we are giving away free progress (in the form of Energy discounts and rebates) for little interaction in the game. Since leveling up resulted in a full energy, health, and stamina refill, it eventually lead to some of the high-level energy players being able to level up many more times in a single session. This leveling boost was against the spirit of play we intended for Mafia Wars.

    We as a game creation studio go through a tremendous amount of research and discussion about each change we make to the game, and below is a little example of that analysis. The following is a graph of typical high energy players playing in New York (the Mafia Wars city, not the real life city ), and how much all the accumulated energy rewards gains for each player per level. The left axis is the player level, and the bottom axis refers to the percentage of XP required to complete level. As you can see, the Top Mafia reward accounts for a very large percentage of passive XP each level..."

  61. Why is this situation so bad that we felt we needed to change the Top Mafia rewards? To be perfectly honest, the current passive XP reward situation put us in a big bind when it came to creating exciting rewards for the vast majority of players. Also creating a big chasm between the high energy players and the more stamina heavy fighting players. We’re not going to sugar-coat the reality of this change for the power energy players. Some of you will initially be affected negatively. We are making this change to allow us to improve the entire game to be even more awesome as a whole. What this will do is share more experience to all Mafia Wars players, allowing the community to make it an even more social experience for all involved.

    In the coming weeks and months, the Mafia Wars team is rolling out an aggressive number of new features that are targeted at the “fighter”/stamina focused players. As you can see with robbing, stamina is becoming a more important stat in the game, and this will be even truer with the introduction of Fight Club (which will provide fighters with a private Marketplace), Street War and Vegas Tournament Fighting. You’ll soon see an awesome revamp for Boss Fighting. Each of these fighting-centric features takes fights to the next level, and will make you care even more about how you defend your turf against other players. Player vs. Player interaction via fights has always been one of my favorite things about Mafia Wars.

    If you are a fan of current fighting, we are not changing normal city-based fighting in any fundamental way (other than the exciting addition of the Animal type), so you should feel free to continue to add Skill Points to your Attack and Defense stats. Fighting will soon allow you to win victory tokens, which will give you the chance to purchase cool new loot in the Fight Club area of the Marketplace!

    Ultimately, I would like to let all our players know that we try to listen to each different opinion they have and truly have their best interests at heart. We understand that some of our decisions may adversely affect some players (and some help them too), but it is for a greater goal of making this the best game experience that our users can have.

  62. question: looked at my top mafia. it is back to normal thank god! noticed my bagman is only 13% instead of the highest 15%. what should i look for in a top bagman? number of fights won? type of character? what makes a top bagman give you 15%? sorry if this is covered somewhere on the blog!

  63. Dear Zygna, I am a level 1600, energy-based player. I can understand the need to make the game more rewarding for those with fighting accounts. But I structured my character based on the format and rules for advancement that were in place when I started the game. So if you make a fundamental change to that structure -- and essentially declare war on players with energy accounts, you can count me out. Its not like energy accounts have had all the benefits and no liabilities. I have sucked at fighting for a long time. I get iced and killed a lot. Its a tradeoff. I was willing to accept the liabilities in exchange for the benefits. I have never whined or complained that it was so unfair for fighter accounts to pick on me -- it was my choice and part of the tradeoff. Now you want to take away the benefits of my choice while increasing the liabilities. If my rate of leveling up is drastically decreased, you make it all but impossible to play catch up in restructuring my character. I've gone too far to start over. So if you insist on carrying out your pogram against energy players, don't be surprised if a lot of us just simply quit the game.

    Robbing in other cities besides NY was substantially nerfed with much higher stamina costs to rob properties. Sucks, robbing was actually getting good and I could look past the horrible RNG and poor loot drop rates.

  67. Meh. I'm not worried about energy accounts. If you're an energy player, just build those Solar Flare cars in the chop shop and get your extra energy. Do a lot of jobs that pay out 2xp per energy point. You'll gain your empty levels.

    It's in Zynga's interest to discourage energy players. Their biggest customers are fighters who level slowly and spend money on GF points. They want more fighters--they don't make money off of the hundreds of thousands of energy players out there.

    And that post above from the developer was pretty interesting. This guy was either a recent hire or their development team all failed math in college. This is one of the most poorly-planned games I have ever seen. It took them forever to realize that their defensive loot was way underpowered. They keep trying to correct for the fact that they made it so easy to power-level. And they sell equipment for precious GF points and then make it obsolete 3 months after you buy it. These people have no foresight.

  68. everyone is complaining and this is in a way understood.. but i also did have a pure energy account, but after they put robbing the second time i started investing in stamina also. in one month i had 500 points in stamina (i think) without giving one euro (or dollar :) ) in Zynga. from using the weapons depot and chop shop u can easily boost your stamina points. u can also think waht is best for u and see what will help u.think for yourself.
    now the new upgrades r trying to make us interract with each other more, i think this is a good thing since its an online game, although they r doing the game much more difficult overall. for example who can collect so many parisian maps if the have jobs to do in cities??? someone must stop their strategy and start collecting maps for paris only.
    now if so many people dont like the changes they will quit, this is not a bad thing for zynga cause their characters is mafia wars will remain there and noone will understand the difference, whether the opponent is an active character or not.
    i aggree with the guy who proposed to advrtise for income because this will make the game easier since they will not push us to buy RP.

    as for last thing u should all know that sooner or later all the free games r chanching in order to make more profit, this game is no different. last year i quit a game because it was useless to play without paying.

    if the game will stop being fun everyone will quit, hopefully this will not happen.

    but think even the administrator of this forum is selling his guide, why not zynga try to make more profit??????????????

  69. The Robbing in other cities is completely nerfed to hell. Moscow was sweet and I thought it would change, 1,3,6,9 stamina. but now its 3, 12, 18, 22, 30 wow. they really hate energy players that much. I consider myself a balanced hybrid. level 450 1200 energy, 70 stamina, 1000 def, 900 atk. And to me the game was perfectly balanced.

    Prior to the new robbing unless you're a completely aggro person, stamina wasn't all that useful.As they added better loot drops I started coming back to it. But not enough to invest in my stamina. I still have a 4 to 1 win ratio, and was a fan of the old robbing until they removed it.

    I think Zynga is dropping the ball on this one, assuming fighting takes more time than missions, and will keep you logged in longer, and therefor making the people you attack log in longer, and increase the value of their product.

    If they changed the formula for crack, some crackheads would move on to another drug, but crackheads are inherently crackheads and will continue to smoke. so for all the complaining, you will take out your pipe and take that reluctant long pull and continue your addiction.

  70. lex the asassin they changes robbing in moscow because players could lvl up infinite times. someone would spent 30 stamina max in moscow robbing and the payout was 100 points for a decent palyer. i know it cause friends of mine lvled up tens of levels.

  71. To: "Meh. I'm not worried about energy accounts." I don't do empty levels. I do use the clock and no more than 10% of energy on 2.0+ jobs to bring the exp/energy ratio down. Most of my leveling is done in Bangkok for loot and Baht to buy faction equipment. My complaint is about how Zygna is trying to make such fundamental changes to the game that you cannot do long term planning. Latest example: the total nerf of robbing costs in cities other than New York. I had wanted to put a LOT more points into stamina and attack for robbing. Now I need to take a wait and see. I really wish they'd focus on adding new content instead of screwing around with what they have already established.

    I know people could do that if they had tons of stamina but that's the problem. Why were the stam/xp ratios like they were to begin with if they were going to have a problem with that. It doesn't take that much common sense to realize when you can clear a board for a relatively small amount of stam and get a large bonus for clearing that it would let high stam accts level very quickly (possibly infinitely). No, instead they released it 'broken' (by their definition) and let us see how nice it was and then took it away.

  74. To anon above, I agree entirely. I get the feeling Zynga are doing too much with the game too fast and not really thinking about it. Becuase they are doing this their development costs must be going up, even in the number of staff they employ.

    So what happens, they get into a vicious circle of needing to raise revenue to keep the developments going and so on.

    This then affects the people playing the game and eventually they will nerf the game so much they will lose the player base they had to start with.

    The hard facts are that this is never anything more than a 'timewaster' game. Some of us, like me have invested a lot of time and effort in playing the game, but most of that effort has been on work time.

    What do I do when I am on my home pc? Sure I'll run through mw for a little while, but then I'll go and play one of my expensive strategy games for which the pc is designed.

    Their pricing model for reward points is all wrong, as is the amount of rewards you can get for the points. I am sure they would entice a lot more people in for better and cheaper rewards, but whilst they have a small base who will pay that is never going to happen.

    So what is the future? they will make the game worse and worse for the non payers. ANd what will we do? Move onto the next free game of course. I certainly dont feel any loyalty to a timewaster game. It is just something to do to while away the hours at work when I cnat be bothered to do any work. I am sure I ma not the only one.

    I am ceertainly not going to pay £40 for reward points that will, at most give me a days enjoyment out of the game, when I could spend that £40 on a top notch pc game that will give me months of enjoyment, or if in work time while away my day by playing another free game.

    Zynga need to get realistic with their pricing and marketing model, otherwise the whole thing will come crashing down around their ears. The harsh fact is, people want internet useage for free adn will nto as a whole pay to play.

  75. Side note - Is anyone having lower drop rates on Parisian Maps. I've been running the job repeater bookmarklet on the lowest energy job and Parisian Maps are rarely dropping. I'll burn through 4000 energy and maybe get 3 or 4?

    I finished the first Paris level yesterday and ever since then it seems as if the drop rate on maps is now extremely low. Anyone else experiencing this?

  77. Anyone realizing that robbing in Bangkok currently need stamina twice than before? Previously attacking the fish business only need 2 stamina and currently it become 4. Attacking pirate or drug business previously need 10 stamina and currently become 20. Seem Zynga always find their way to slowdown our progress.

  78. What's the point in having solely an energy account? You may get 501 of the top loot but then you can't do anything with it because you have no def/att and lose all of your fights. If you use it as a farm account then you're not as sweet as you think because you need 2-3 accounts to make one good account? Try taking your time to level, earn loot through jobs, fighting, robbing, etc.

    I'm tired of hearing all of these energy players complain because all they do is log on and click "do job."

    Please do quit since you bring nothing to the game besides an easy target for us to rob, fight, and take money from.

  81. I think that it's quite rich that a number of you are complaining about energy players at a website that began as a "how to" for the energy player. And I suppose I could ridicule those who adopt the fighter style of play as gamers perpetually stuck under 500 who become bullies, yet constantly whine about not being able to level up and who beg for decent loot drops from energy players. The fact of the matter is, the game has been and should remain versatile enough for a variety of styles of play, each of which has it tradeoffs. And I do have a lot of fighter types in my mafia who have benefited from my sending a LOT of high end loot their way. I haven't had a single one of them complain about how fast I level up.

    Therefore you need 12,4% more energy and you get 9,9% less XP compared to the old.

    Notice that I have all but 1 collection vaulted (the lotto collection) and it still says I have 4 to vault to go up to the next title. I don't know if there will be some kind of reward or achievement for getting a new title but we won't know until Vegas comes out

  92. Hi MW Guide, have you realized that currently no more experience bonus for helping other. The bonus is only small amount of money. This is negative channges after yesterday they changed the stamina needed for robbing in Bangkok. Zynga seem do everything to slow down the progress.

  99. I also lost about 4k defense points over night. Very frustrating when you try and acquire loot and then get punished. I know it is just a free game, but zynga is taking the fun out of helping your friends. I have almost stopped helping my mafia completely because it takes so long to find posts, click on them 2 to 3 times. I hope they fix the help/experience thing. I need 200 points to level up, and usually acquire that by helping my mafia. Buggy. Oh well, just means I get to spend more time outside enjoying life :)

    Wrt att/def points dropping. About freaking time. They've been overinflated for a few weeks. My totals should be around 19k based on my best in slot weapons/armor/vehicles, but are currently in the 22k/23k range.

    I've been waiting for them to fix those stats for a while.
